He specialises in procurement strategy and contractual drafting and negotiations, including for energy and resources projects and infrastructure projects (in particular transport, social and telecommunications infrastructure).

His private sector experience includes the Auckland Prison PPP, the East West Link PPP, the Sydney Light Rail PPP, the Transmission Gully PPP, the Wiri Prison PPP, the North West Rail Link PPP, Brisbane’s Airport Link and North South Bypass Tunnel, and Bonnyrigg Living Communities and has acted for State government on the Gold Coast Rapid Transit Project, EastLink, Barwon Water Biosolids PPP and the Desalination Plant projects for Victoria and South Australia.

Simon also advises on corporate and commercial transactions, and lends his expertise to Government, well-known financial institutions, and major developers and corporations.

  • Sydney Light Rail PPP Advising the Connecting Sydney consortium (Acciona Infrastructure Australia, Transdev, Alstom Transport Australia and Capella) in its current bid for the new CBD and South East Light Rail and operation of the Inner West Light Rail project.
  • Melbourne’s East West Link PPP Advising the Inner Link Group (Cintra Infraestructuras S.A / Samsung C&T Corporation / Uberior) on their bid for the East West Link PPP. The East West Link PPP is an 18 kilometre cross-city road connection extending across Melbourne from the Eastern Freeway to the Western Ring Road.
  • North West Rail PPP Advised Serco in its bid to operate the North West Rail as part of the TransForm consortium with Bombardier, McConnell Dowell, SNC Lavalin, John Laing and Macquarie.
  • Serco Advised Serco on numerous bids and contract administration issues arising out of its diverse portfolio of contracts.
  • Wiri Prison PPP, NZ, Fletcher Construction Lead legal adviser to the D&C contractor on all aspects of its bid from EOI to Financial Close. This project was the country’s first major PPP.
  • Auckland Prison PPP, NZ, Fletcher Construction Advising Fletcher on all aspects of its current PPP bid for the Auckland Prison PPP, New Zealand’s only specialist maximum-security prison unit.
  • Transmission Gully, NZ, Fletcher Construction Lead adviser to the DCOM contractor joint venture on all aspects of its bid for this NZ$1b road project.
  • Queensland Department of Transport and Main Roads Acted in the procurement phase of the Gold Coast Rapid Transit Project. Simon led the team in drafting and advising on the performance specification documentation.
  • Desalination Plant projects for South Australia and Victoria Advised in relation to the Victorian Desalination Project procured on the “Partnerships Victoria” basis; and acted for SA Water and the South Australian Crown Solicitors Office on the Adelaide desalination project.
  • Thiess/John Holland/Macquarie Consortium Acting for the Thiess/John Holland/Macquarie Consortium on its successful bid for the Airport Link project and the North South Bypass Tunnel project.
  • Construction and Engineering contracts Advising principals and contractors on numerous construction, engineering and processing contracts, including for major shopping centres, hotels, hospitals, warehouses and facilities for the handling of liquid chemicals, gasses and oil products.
