David has extensive experience in project infrastructure and finance. He has advised governments, sponsors, contractors and financiers on major transactions including most of Australia’s road and rail PPPs, rolling stock procurement, social infrastructure projects and a range of energy projects.
Advised BaptistCare on its bid to participate in NSW’s social and affordable housing fund. The project involved delivery of mixed social, affordable and private dwellings over eight distinct sites. The model was housing association led which drove innovative approaches to service delivery, integration of the design and master planning and risk allocation.
Advised the Queensland Government on the Gold Coast Light Rail project from the business case stage, through procurement of Stage 1 as a PPP, and the negotiation and implementation of Stage 2. Key tasks included advising on funding arrangements between the Commonwealth, State and Council levels of government and managing a complex governance structure involving multiple levels of government.
Advised the Victorian Government on the procurement and delivery of the Victorian desalination project in Wonthaggi. Key tasks included structuring novel government support for the project financing in the aftermath of the global financial crises, negotiating settlement of the commercial issues from the late completion and advising on the refinancing of the project using a US private placement.
Advised the Pulse Consortium (Pacific Partnerships, Dutch Infrastructure Fund, BAM and Ghella) on its bid to deliver the metro tunnels and stations package to augment Brisbane’s metro rail network.
Advised the Moving Melbourne Consortium (Pacific Partnerships, Dutch Infrastructure Fund, Ghella and Salini) on its bid for the Melbourne Metro Project.
Advised the Victorian State Government on procurement of Stage 2 of the Casey Hospital project involving sole source procurement within an existing PPP structure.
