Jane has over 20 years of experience in construction and major projects, as well as government advisory. Her clients trust her outcome driven focus and practical and responsive approach to legal service delivery.  

Jane specialises in conventionally funded Victorian State government major projects, Commonwealth major projects and procurement, major private sector real estate development, transport and energy. She has experience in all forms of construction and infrastructure procurement, from traditional forms including design and construction to relationship contracting forms (ECI, alliancing and collaboration agreements) to PPPs.

Jane has over 20 years of experience in construction and major projects, as well as government advisory. Her clients trust her outcome driven focus and practical and responsive approach to legal service delivery.  

Jane specialises in conventionally funded Victorian State government major projects, Commonwealth major projects and procurement, major private sector real estate development, transport and energy. She has experience in all forms of construction and infrastructure procurement, from traditional forms including design and construction to relationship contracting forms (ECI, alliancing and collaboration agreements) to PPPs. 

Jane works with government clients to structure their approaches to market including provision of tendering and probity advice. She is regularly asked to peer review delivery models and project documentation, and to investigate probity compliance or act as a probity advisor on projects. She has also worked with State government agencies to develop and implement supply and procurement policies.

Jane has particular expertise in conventionally funded road and rail projects and has acted for the key agencies responsible for delivery of these projects in Victoria for more than 15 years.

Jane also focuses on the energy sector – electricity and renewables – where she advises generators, retailers and contractors.

  • Road and Rail • Advising the Regional Rail Link Authority on the delivery of the $4.3 billion Regional • Rail Link Project including probity advice and preparation of project alliance documents for two of the work packages.
    • Advising VicRoads on road projects including the M1 upgrade, M80 redevelopment, Geelong Road project, Calder Interchange, Geelong, Craigieburn, Hallam and Deer Park Bypasses.
  • Energy • Advising Elecnor Australia and its related entities on the delivery of renewable projects in Australia including Moree Solar Farm and a solar farm in Queensland.
    • Advising Powercor Australia Limited on projects including the design, construct, operation and maintenance of a new terminal station at Deer Park and the delivery of the electrical infrastructure (substation and transmission line) to connect the Mt Mercer Windfarm into the electricity grid.
  • Major Infrastructure - Government • Advising Commonwealth Government agencies including Department of Finance and Deregulation, the Department of Transport and Regional Services and the NDIA on their accommodation requirements.
    • Advising Victoria Police on the Market Led Proposal submitted for the design, construction and delivery of its new headquarters in the Melbourne CBD which will form part of an integrated police precinct in Spencer Street.
  • Property Development • Preparing the template for construction, fitout and services and consultancy contracts for a number of clients including Country Road, Borders, Mirvac, WeWork, Retail Employees Superannuation Trust, Valad, Future Fund, Goldman Sachs, Toyota, Metropolitan Fire Brigade and Burberry
    • Advising a number of property developer clients on the delivery of major multi storey residential and commercial projects in Melbourne including Caydon Group who have delivered or are delivering projects over the last 3 years
  • Probity, Tendering and Investigations • Conducted a confidential investigation into the integrity of an EOI process conducted by a Local Council in Victoria
    • Provision of probity, tender and process advice to government clients including VicRoads, Department of Economic Development, Jobs, Transport and Resources, CenITex, Regional Rail Link Authority and Department of Justice
